A Unique Set of Evaluation Standards
- JIHEE has established a unique set of evaluation standards that enable each university to make self-study with a positive outlook based on its distinctive mission and objectives. The University Evaluation Standards consist of 11“Standards”, 34“Standard Items”and“Special Remarks”in reference to which each university can freely describe its unique initiatives. In addition, JIHEE has drawn up a list of 70“Evaluation Viewpoints”to analyze the“Standard Items.”Universities can also add their own“Evaluation Viewpoints.”
- “Standard No. 6:“Administrative Staff Members”is included in view of their importance in the university.
- “Standard 11: Social Responsibility” is included in view of the importance of the integrity of universities, as well as the important role they play in society.

Taking the Distinctive Features and Characteristics of the University into Consideration
- Importance is attached to the distinctive individuality (the spirit of foundation, basic aspirations, mission and objectives) of each university.
- Peer review is conducted by an evaluation team primarily consisting of university teaching and administrative staff members.
Evaluation That Contributes to the Self-Initiated Reform and Improvement of the University
- Universities are expected to formulate a set of measures for improvement and advancement on their own initiative (future plans) to facilitate the self-initiated reform and improvement of educational and research activities.
Emphasis on self-study
- When universities assess on their own initiative the extent to which their objectives have been accomplished, this will facilitate the improvement and advancement of educational and research activities carried out at universities.
- Evaluation will be made based on the“Self-Study Report”(not longer than 100 pages in length excluding special remarks. Special Remarks should be, as a rule, not longer than 20 pages in length) prepared by the university in accordance with the regulations laid down by JIHEE.

Emphasis on communication
- Importance is attached to communication with universities. For example, universities are provided
with two occasions on which they can express their opinions so that JIHEE does not unilaterally perform evaluation and publish the results.
